abstention has won the Statute, yes or no? Blackmail

Day voting, referendum day.
Statute yes or no. Go dilemma.
a dilemma when we have not been informed of wonderful reasons why we should vote yes to the Statute, and when other parties take cover in funding to ask for negative feedback.
And today I have been reviewing the letters received in recent days and between receipts, phone bills and I have only found a letter referring to the vote. It is a terse letter from the PP asked to vote, and vote yes. Why? Because the statute is "fully constitutional," and I say, how can we even vote on a statute that is constitutional ... Well, it seems obvious but it is clear that in other places not so much.
But I have not received the typical census letter telling me what my table and my urn. And there I was sent home a statute. If one does not worry about things, would conclude that the statute is an unknown and indeterminate entity through which all fight.
I do not know if I wait in the electoral college because it is clear that nobody was interested to vote, nothing more than the PP.
Finally, little information, and more votes on a Sunday ... The only interesting thing, whether to participate, 50 percent of the electorate. Intriguing, to say the least.
